Kiyofumi Koutani was born in Hiroshima Prefecture.
In 1993, he graduated from the Chuo University Faculty of Law.
In 1995, he completed the Master’s Program in private law in the Kobe University Graduate School of Law.
In 1998, he completed the required courses for the Doctoral Program in private law in the Kobe University Graduate School of Law, finishing without a degree.
From 1998 to 2000, he served as research fellow at the Japan Society for the Promotion of Science.
From 2000 to 2003, he served as full-time instructor and as Associate Professor in the Osaka Gakuin University Faculty of Law.
From 2004 to 2013, he served as Associate Professor in the Chuo University Faculty of Law.
From 2004, he served as Associate Professor in the Chuo Law School.
From 2014, he served as Director of the Japan Association of Economic Law.
